Victorian Picture rails are used around 2 feet below the cornice in rooms and hallways, traditionally used to hang pictures with hooks and string. Picture rails should be fixed to the wall using solvent based adhesive with nails to hold the picture rail in place whilst the adhesive dries. Picture rails should be painted in eggshell or gloss paint and are usually painted in a colour to match the rest of the woodwork in that room.
